THREE-YEAR RAIL NETWORK PLAN  2007-2010    


Pursuant to Section 141 of the Canada Transportation Act, the City of Ottawa, carrying on business as Capital Railway (hereinafter called “Capital Railway”) and holding Certificate of Fitness No. 00002-1, hereby formulates its up to date Three-Year Rail Network Plan.

The Three-Year Rail Network Plan is a plan that must be prepared and kept up to date by a railway company indicating for each of its lines whether it intends to continue to operate the line or within the next three years, whether it intends to sell, lease or otherwise transfer the line, or to take steps to discontinue operating the line.

The following is a list of all of Capital Railway’s lines indicating, as the case may be, those lines which, within the next three years, Capital Railway intends to keep and operate, to transfer or on which it intends to take steps to discontinue operations.

(1)

Capital Railway is operating the O-Train rail commuter service over the lines described below (collectively the “O-Train Line”).    

(a)           Capital Railway has purchased portions of the Ellwood and Prescott Subdivisions, taking ownership of these lines from Canadian Pacific Railway Company (CPR). The City of Ottawa took ownership of the Ellwood Subdivision between mileages 0.00 and 4.99 and the Prescott Subdivision between mileages 4.90 and 4.99 from CPR on May 6, 2005. 

(b)              Capital Railway took ownership of the Walkley Line between the junction with the Ellwood Subdivision and Albion Road on May 6, 2005, along with leasing the line east of Albion Road to the Walkley Repair Facility until December 1, 2007 with the option of two (1) year extensions.   
 

(2)

Classified as Excepted Track and which may be used by the City of Ottawa for operation of light rail transit in the future:   

Prescott Subdivision between mileages 4.90 and 8.17 (Leitrim Road), acquired May 6, 2005.   

 

(3)

The City of Ottawa also owns the following railway property that it may use for operation of light rail transit in the future:  

Prescott Subdivision between mileages 8.17 and 25.42 (Highway 416), acquired January 24, 2006. 
 

 The City of Ottawa is currently undertaking a mandatory review of its Transportation Master Plan. The operation of light rail service over the O-Train line and City of Ottawa railway properties will be considered as part of this review. Future modifications to the O-Train line and City of Ottawa railway properties may be incompatible with heavy rail operations.

The following list includes the O-Train Line, City of Ottawa railway properties and all connecting auxiliary track over which railway operations occur.
