Notice of Long-term Road Closure - Woodroffe Avenue at Richmond Road
As part of the Stage 2 O-Train Light Rail Transit (LRT) project, Woodroffe Avenue will be fully closed to motor vehicle traffic between Richmond Road and Deschênes Street. Detours will be in effect and motorists travelling on Woodroffe Avenue at Richmond Road should anticipate impacts on traffic as crews complete necessary construction activities. Driveway access will be maintained for all residents and businesses in the area during this work. This closure is necessary to allow for the ongoing replacement of deep sanitary sewer infrastructure and the final road reconstruction as part of the Revitalizing Richmond Road Project.
During the closure of the intersection in 2025, several unknown utility conflicts were discovered as well as subpar conditions of existing third-party utilities requiring negotiations, all of which delayed the progression of work. While the contractor originally anticipated that any future closures were likely to be shorter duration, in evaluating the scope of the work, geometry of the intersection and the project timelines, a full closure is now recommended. Staging the work within partial closures would extend the timeline significantly. Stage 2 understands the significant impact this closure has on the community and local businesses and are committed to working with residents to mitigate any disruptions where possible.
The works to be completed during the 2026 intersection closure will include underground electrical work to support traffic signalization, catch basin installations, traffic signal installation, and sidewalk/crosswalk installation.
What:

Detour Routes
Motorists wishing to access the Kichi Zìbì Mìkan (KZM) can do so using Carling Avenue or Island Park Drive.
Motorists wishing to access Richmond Road / Byron Avenue from the westbound KZM will exit the KZM at either Island Park or Carling Avenue. Motorists that exit at Island Park Drive will travel south to Richmond Road and turn right onto Richmond Road. Motorists that exit at Carling Avenue will take Carling Avenue eastbound to Woodroffe Avenue. They will then turn left on Woodroffe to travel north to the Byron Avenue / Richmond Road intersection where they can take Byron Avenue / Richmond Road in either direction.
Motorists will use Byron Avenue to travel in both directions east of Allison Avenue. Eastbound and westbound traffic transitions to Richmond Road west of Allison Avenue. Access to local businesses east of Woodroffe remains available using the westbound local-access route on Richmond Road.
Pedestrian access will be maintained on Woodroffe Avenue during the work. Pedestrians looking to access the pathways along the KZM will do so using Woodroffe Avenue.
OC Transpo Route 87 will be detoured down Byron Avenue to Churchill Avenue, rejoining its regular route on Scott Street. Further information will be communicated by OC Transpo at the effected stops.
Anticipated Impacts
Motorists should adhere to detours, traffic control signage, posted speed limits, allow for added travel time and use extra caution when moving through active construction corridors as traffic patterns change.
Pedestrians and cyclists should use extra caution and adhere to posted signage when localized detours are in-place, to ensure safety.
