The purpose of this memo is to provide an update on the works required before the design and construction phase is substantially complete. This is a key milestone on the path to Revenue Service.

Significant progress has been made on the Line 1 East Extension testing and commissioning  phase and the Line 1 integration work. This phase involves validating that the requirements for substantial completion have been achieved, which includes a detailed documentation review and on-site assessments. This is our opportunity to look at project elements closely and ensure everything is in order before we accept the system from the contractors. During the final stages of this process, we identified deficiencies that need to be remedied before the City will provide an opinion that substantial completion has been achieved.

OC Transpo and East-West Connectors (EWC) are working collaboratively to address these items  as quickly as possible. Work will take place at Place d'Orléans and Jeanne d'Arc stations and at other points along the track. To safely complete this work, some activities will require traffic impacts in lanes of the OR174 adjacent to the tracks. 

OC Transpo and EWC will continue to work through a deliberate and thorough process to ensure that the East Extension is safe and ready for customers and meets all Project Agreement requirements. Once this work is done, the validation that the East Extension design and construction work is substantially complete will conclude with a confirmation from the Independent Certifier. An invitation to a technical briefing will be sent in advance of the next phase, Trial Running, to provide additional information and next steps towards Revenue Service.
